At a glance

  • Check the city boundary rather than relying on the postal address.
  • List seawall, dune walkover, deck and utility work separately.
  • Resolve coastal construction conditions before choosing the work window.

New Smyrna’s beachside shoreline should not be treated as one uniform construction setting. Volusia’s 2025 assessment separates north and south New Smyrna coastal reaches and then identifies Silver Sands/Bethune farther south. The city permit application also lists seawall and dune-walkover work separately. For an oceanfront home or condominium, prepare a single plan showing the wall, building, dune, access and neighboring transitions before dividing the work into permit packages.

Keep the dune and walkover in the project limits

Ask which temporary and permanent access structures the contractor will use and restore. Identify dune vegetation and the wall ends on the survey. The county Beach and Dune permit and DEP coastal review may apply alongside the city approval.

A New Smyrna postal address near the southern beach communities may be outside city jurisdiction. Confirm the parcel before commissioning a city-specific submission. Ask about crane coordination if the construction method includes lifting equipment.

Local records to bring into the conversation

  • The 2026 New Smyrna permit application separately identifies dock, seawall and dune-walkover work.
  • New Smyrna Beach requires permit submissions through EnerGov Citizen Self Service, with payment and tracking available there.

Keep the walkover in the demolition and restoration scope

Have the plan show which parts of the existing access remain, which are removed and which are restored. Identify temporary access separately.

  • Does the work affect dune vegetation?
  • Who provides and maintains the permitted equipment route?
  • When can the finished access return to use?

Use the city’s work categories and the county’s beach guidance to describe the whole job. A wall-only title should not hide walkover work that another reviewer needs to see.

What could the work cost?

Include beach access, protected-species conditions, dune/walkover restoration and occupied-property separation. Obtain current fee information from each reviewer rather than borrowing a neighboring city’s waiver.

Start with published Florida price ranges, then refine the budget with a written quote for your property.

New Smyrna Beachside project questions

Is the north-beach study result a design for my south-beach wall?

No. The study separates the reaches and operates at a regional scale. A private project needs parcel-specific survey and engineering.

Volusia beach feasibility assessment posters

Can a walkover be left out if I am only replacing the wall?

Tell the reviewers if access, demolition or restoration affects it. The city application and county guidance separately identify walkover work.
