Daytona Beach seawall permits

Start with the parcel’s city or county, then identify the water frontage. Riverfront work and Atlantic beachfront work can involve different environmental approvals alongside the building permit.

At a glance

  • Daytona’s seawall checklist calls for engineering and state environmental approval.
  • Include wall, dock, drainage, dune and access changes in one scope.
  • A permit application number does not mean work is approved.

Start with the parcel and the complete scope

Confirm the municipality from the parcel record. A Daytona Beach mailing address does not by itself establish City of Daytona Beach jurisdiction. List wall length, location, existing/proposed alignment, elevation change, backfill, dock work, vegetation and equipment access.

Inside Daytona, start with Permits & Licensing at 386-671-8178 and iMS. For unincorporated property, contact Volusia’s Permit Center at 386-736-5929.

What does Daytona ask for?

The October 23, 2025 checklist identifies digitally signed and sealed engineering, a location site plan and FDEP approval for seawalls. Dock and boathouse work has its own plan requirements. Ask which current permit type, review disciplines and inspections apply to the complete proposal.

  • Address and parcel number.
  • Survey, current condition photos and previous permit history.
  • Engineering and a clear existing/proposed plan.
  • Environmental authorization or written exemption determination.
  • Access, drainage, utility and restoration details.

For river and canal work, resolve environmental authority

Ask the Florida Department of Environmental Protection (DEP) or St. Johns River Water Management District (SJRWMD) which agency reviews the shoreline activity. The Environmental Resource Permitting (ERP) program includes exemption verification, general permits and individual permits; authorization to use state-owned submerged lands may also matter. Federal authorization can remain a separate question.

Request the determination in writing with the approved scope. Do not treat “existing wall” or “same location” as automatic permission for every repair method.

For Atlantic beachfront work, add the coastal layers

CCCL stands for Coastal Construction Control Line. Contact DEP’s Volusia CCCL manager at 850-245-7680; statewide coastal armoring is listed at 850-245-8419. Volusia’s Beach and Dune permit may apply in addition to the city and state approvals.

Include dune work, beach access, walkovers, staging and restoration in the same description. Ask the permits to resolve work windows and protected-species conditions before scheduling.

Adding a dock or changing slips?

Check Volusia’s manatee compliance process even when the city issues the building permit. The county asks for dock/slip plans and applicable mitigation payment; its compliance letter does not replace other permits.

What will approval cost and how long will it take?

Ask each reviewing office for the current charges and completeness requirements. Daytona’s waiver notice runs through January 31, 2027, but the published examples do not confirm every seawall scope. Have the city confirm eligibility.

No dependable universal approval time was found. Ask which reviews can run together, what is still missing and whether the proposed construction window depends on environmental conditions. The cost guide separates known charges from quote allowances.

Keep approvals and inspections together

Save the approved plans, agency authorizations, revisions, inspection results and closeout records in one property file. An application number means a file exists; it does not establish that construction is authorized or the permit is closed.

This independent guide is not affiliated with the city, Volusia County, DEP, SJRWMD or USACE.

How do you keep several approvals moving together?

Create one tracker for the whole project. Each row should identify the reviewing office, current drawing revision, person handling it, missing item and next response.

  1. Before applying

Confirm parcel jurisdiction and the complete scope. For district-reviewed work, SJRWMD offers pre-application help. USACE’s RRS provides a separate starting point for federal requests.

  2. During review

Keep written comments and responses together. If alignment, height, dock layout or access changes, ask which submissions need the revised drawing.

  3. Before construction

Read the issued conditions with the contractor. Record required notices, inspections, work windows and site controls for that permit.

  4. At completion

Request the final inspection and other required closeout records from each authority. “Submitted,” “issued” and “closed” describe different stages.

Useful wording for your first inquiry

“The parcel is [number] at [address], facing [water body]. We propose [work], with [alignment/height changes] and [dock, drainage or access work]. Which applications and outside authorizations should be included, and which records would help you advise us?”
