Start with an address and parcel number
Search the wall and dock separately from the main house. Save the permit number, scope, status, approved plans and final inspection record. An empty result may mean older records, a different address or a different agency—not proof that no permit existed.

Retrieve the environmental file too
Use DEP’s coastal records guidance for an oceanfront project and SJRWMD ePermit where the district is the issuing authority. DEP explains the Volusia VO prefix, the armoring AR suffix and OCULUS’s BCS_ search prefix.
Ask for amendments as well as the original authorization. Compare the final approved alignment and scope with what is visible today.

Turn the search into a useful handoff
Make a one-page index: document, date, permit number, issuing authority and unresolved question. Give the assessor the original files, not only screenshots of a status screen. Ask which additional record would change the inspection or design recommendation.

What should you ask the records office for?
Adapt this records request
“Please help locate seawall, bulkhead and dock records for [address], parcel [number]. Known permit numbers are [numbers]. I am seeking issued permits, approved plans and revisions, inspection results and final/closeout records. Please identify any older or archived files that require a separate request, and advise of any applicable retrieval or copying charge.”
Send it to the issuing authority through its published records process. Do not include unrelated personal financial or transaction documents.
What if the search is empty or incomplete?
Try the parcel and earlier identifiers
Check the address spelling and parcel number. Ask the office whether older addresses, owner names or archived files may explain the gap.
Separate the agencies
A local building record and an environmental authorization are different files. Retrieve the applicable DEP coastal or district record as well.
Ask for the drawing behind the status
“Issued” does not supply the approved geometry. “Closed” does not show every amendment. Request the underlying plan and inspection documents.
For coastal records, DEP’s OCULUS instructions use the BCS_ search prefix and identify VO for Volusia. Use the actual permit identifier from the official map or file, including its suffix; do not invent a number.
