Volusia County seawall and dock permits

By Daytona SeawallUpdated: 2026-10-26

Volusia issues building permits for unincorporated property. County beach, dune and manatee reviews can also matter inside a city, so establish each approval separately.

At a glance

  • Use the parcel record to choose the building-permit authority.
  • Include beach access and dune work in beachfront inquiries.
  • Resolve dock facility and slip changes with the county’s environmental staff.

The county can be involved even inside a city

A city may issue the building permit while Volusia reviews beach/dune work or dock-related manatee compliance. On unincorporated property, the county also handles building permitting. Confirm the parcel jurisdiction first, then assign each part of the project to the correct review.

Check the coastal communities with county permitting

The county coastline map identifies Ormond-by-the-Sea, Wilbur-by-the-Sea and Bethune Beach as unincorporated. A postal city name is not a permit jurisdiction. Start with the county Permit Center and check the parcel before choosing an application.

Keep armoring, dunes and access in one description

Volusia’s Beach and Dune guidance covers seawalls, other armoring, dune work and walkovers. Include machinery routes, staging and restoration when discussing the project. Ask the reviewer for work-window and protected-species conditions.

Do not apply a single-family dock rule to every marina

The manatee plan uses facility types and planning zones. The single-family page is not a commercial marina entitlement. Identify the existing and proposed slip arrangement and ask Environmental Management to confirm the applicable criteria and mitigation.

Read regional studies at their intended scale

The county feasibility assessment examines structural and natural shoreline options after Ian and Nicole. Its 2025 maps divide the oceanfront into reaches; they do not establish private wall-cap requirements or guarantee a grant for a parcel.

Which county question are you trying to resolve?

Unincorporated building work

Start with the Permit Center and Connect Live. Have the parcel and complete wall/dock scope ready.

Beach and dune effects

Describe armoring, dune work, walkovers and staging. This review can matter even when a city handles the building permit.

Dock or facility changes

Provide the existing and proposed slip layout for the county’s manatee review. Confirm the facility type before applying a fee or criterion.

Keep the answers attached to the parcel

A county letter for one review does not replace a municipal or state authorization. In your tracker, record what each letter approves, which drawing it references and any condition still to be met. Bring unresolved items to the next reviewer instead of assuming the offices have identical files.
